Low cost dolly wheel replacement ideas

The club I am at has a bunch of dollies and of course the tires are flat and bad.

For a lot of money you can by no air replacement wheels (like $47 each). I have to believe that there are much lower cost no air wheels that work for way less money.

What suggestions might you have?

After quite a bit of research it seems the best solution is paying for new airless wheels.

I have attached a picture of the rims from the club. One broke trying to get the tire off. The other broke putting air into the tire. I was not even up to 30 lbs. notice the wheels were red plastic. They were out in the sun long enough to be bleached all the way though. The broken rim while inflating jumped at me. I was up around 15 lbs.
