A lot of bronze Sunfish goosenecks fully tightened are still loose on the lower boom, and many people have resorted to putting tape on the boom under under the jaws of the gooseneck to get a snug hold. For a permanent fix, remove the set screw or bolt, chuck the gooseneck in a vice and flat file the inside of the ears about 1/16" on each ear. This will allow you to tighten the set screw or bolt and get a snug fit on the boom. Still loose? File a little more - you won't weaken the fitting.
