I have a Sunfish with the old style rudder my question is how tight should the latch be?

Tight enough not to pop up when sailing. A very general statement
but every boat has a different amount of wear. Eventually the bottom
latch plate pocket wears to the point where you can't keep it from
popping up when sailing. You can reduce the stress on the rudder
by adjusting the goose neck to reduce weather helm.
