I am making a new laser boom out of my old laser top section, What do i need to do, are there any parts IN the laser boom to make it stronger?

You are allowed to have a sleeve inside the boom

Read rule 18 and then further down is a drawing of the boom with the fitting locations and lengths .

Is it possible to take the sleeve out of my old boom?

Yes, just drill out the rivets, it's held in place by the vang fitting and the front mainsheet block saddle.
