Keel Blisters on a J24

I just pulled my J24 and I have several large blisters on the keel. When I start to open them up they just peel back the black (bottom paint) some brown (old bottom paint--I think???) and it just keeps peeling. Underneath is white. I don't know if it is gel coat around the keel or what. Any suggestions on what I need to do?

Dig them out and fill with epoxy. Some keels have iron deposits in the lead, but this does not sound like that. If you just keep digging and finding rust, it's iron deposits - very difficult to get rid of permanently.
