I'm not an expert on this subject, since I've never used a Jen's rig. However I am in the process of putting that on my boat and I know the answer is, yes, you do use the outhaul and the cunningham as usual.
Because the Jens is typically used in (very) windy conditions, a light-weight sailor will want the sail relatively flat, I would imagine. In other words, pull on the outhaul and C'ham.
But in choppy conditions or waves, you need to retain power in the sail as well; therefore, as usual, many factors can play a role.
