IC208 - ILCA Events and Entry Process

Each year ILCA is responsible for part of the administration of all class World
championships (Standard, Radial, 4.7 and Masters) and the European Standard, Radial and
4.7 Championships. For all of these events ILCA helps in establishing the basic
organisation and also provides an event entry administration service for which is makes a
charge to each event to cover it's direct costs. It handles, on average, 1400 entries per
year, 400 boat charters and entry and charter fees exceeding 800,000 US$ from over 60
different countries. As the class has grown, more events have to be restricted by entry
limits so that host clubs are able to prepare in advance for the large number of entries
we are now experiencing. Most clubs have a maximum capacity they can reasonably handle.
To be fair to the clubs and sailors and maintain a good quality of racing we have to
restrict entries by either putting a cap on entry numbers or, where there is heavy
demand, resorting to an allocation system. Either system is time consuming and subject
to delays and waiting lists.

Our original on-line entry system has served us well but in the office has resulted in an
increasing work load processing the non-automated part of the entry and payment process.
For 2007 we are introducing a new purpose built fully automated system that has required
new software to be specially written to cover the various permutations of the 10 events
we are involved in each year. The new system will provide a fast response wait list and
re-allocation system that serves all ten events and provide real time information on the
status of entries.

We had previously advertised to launch the new system on 12 February but have had to
delay the launch by a week due to some necessary last minute changes.

In the meantime we have sent to our national class contacts information about entry codes
for the following 2007 allocated place events. In addition our new events web site
http://events.laserinternational.org is now live and will be updated with on-line entry
forms (from 19 February), notices of race as they become available (# currently
available), charter information as it becomes available. We will advise by email you
each time new items are added to the site as well as giving notice on the web site.

For allocated place events the entry process is:

ILCA issues to each relevant national Laser class association an initial allocation of
entry codes (see http://www.laserinternational.org/worlds_allocations.htm and
www.laserinternational.org/european_allocations.htm ).The codes have been sent to the
national contact shown at http://www.laserinternational.org/district.htm If the national
contact is unavailable please contact ILCA email: [email protected]

Each national Laser class association is responsible for distributing the entry codes to
their sailors according to their own criteria. The allocation codes are specific to the
event and your country. An incorrect code issued to a sailor will result in their entry
attempt failing, reporting "invalid allocation code".

When the initial allocation closing date has passed (see above) the codes will become
invalid, a re-allocation of any places left over will take place.

Re-Allocated places
If a country requires more places than the initial allocation given to them (or a country
was not allocated places but would like to send sailors to the event) you must email
[email protected] before the initial allocation closing date (see above)
clearly stating: the event, the number of places required in addition to any initial
allocation and listing the names of the sailors in order of preference. You can send
additional emails adding more sailors to this request up to the event entry closing date
but these applications will have a lower chance of getting a re-allocated place.

When the office has received an email a response will be sent specifying a web site
address that each sailor must visit and register on the "Re-Allocated Places List" where
the sailor will be invited to complete an entry form and pay the entry fee. The payment
of the entry fee is required to ensure a quick acceptance of an offered place. The
"Re-Allocated Places List" will be frequently reviewed and places will be issued by ILCA
at regular intervals up to the event entry closing date or until all places are
allocated. If a sailor is awarded an entry they will be notified by email and moved from
the "Re-Allocation List" to the "Entry List" both of which will be published on the ILCA
web site.

At any time before allocation of a place a sailor may withdraw from the "Re-Allocated
places list" using a special web site link that will be advised directly to the sailor.
In this case the full entry fee will be re-funded.

Any sailors not awarded a place from the "Re-Allocation List" will receive a full refund
of their entry fee.
