It's the rudder from a Snark Mach II / Sears Jetwind

Those models are now obsolete, the present day builder is Meyers Boat Co.

Only if you also screw & glue on that gudgeon (hinge) bracket you see attached to the Snark's transom. Those holes in the two rudder head tabs hold a [pintle] pin to join the rudder with the gudgeon bracket, they are a matched set. Most are unique to each boat builder's design so the Snark rudder will not fit the Sunfish gudgeon bracket.

As you can see in this example, it's been done on this fish so if you have both pieces of the set it is physically possible.
