Gudgeons at new sold hulls at Europe

Hi,
if you wonder, that the plastic godgeons at your very new purchased Laser at Europe (f.e. at GER, where I live) are mounted "topside down", here is the answer:

If the gudgeons are mounted "top side down", the lead of the head of the rudder by the gudgeons is much better. The lower side of the hole of the gudgeon is much more "sharp" then the one of the upper side, me was told by the shop owner.

I wonder if this is classlegal .... but, the builder (LaserPerformance Ltd. Europe) just do it in that way and didn't asked for ... Is it permitted by the class rules, to change the godgeons at an older hull than "brand new" in the same way like above , too?
