I once suggested to a member of a sailing club with a long waiting list (because they have no room for more boats) that boats that have not been sailed for two years or more be removed from the property so that people who will actually sail their boat can join. There is a Flying Scot at the club with a tree growing up through the hull! But my acquaintance was offended at the suggestion, even though he actively sails. Moral: sailing and yacht clubs tend to like the way they are.
A suggestion for your letter. Try to make a specific suggestion that will move things in a direction you would like and which will not bug them too much. Start very small. Be specific.
