Concerns and question

Ok so I don't have a clue as how to open this plug. Its a Starfish sailboat.

Next item is should I be concerned with this crack in the bottom of my mast step?

The plug expands when the lever is pushed down. To remove it, just lift the lever and twist the plug out.

As far as the crack in the mast step, yes, you should be concerned since this is probably a leak point. Others can chime in on how to make the repair.
 
If the crack is just on the bottom of the mast step. Just fill it with some epoxy resin thickened with filler. You want the resin just thick enough to penetrate the cracks and not run out. Be sure to clean it as much as possible with acetone before you begin so you have a good clean surface to adhere too. If you can get some sandpaper down there a rough it up that will help improve the bond.

...and on the plug. Most of those plugs have threads inside that clamp the top and the bottom plates together forcing the sidewalls outward to make a tight seal. Be sure you twist the plug around to the left several rotations before you try pull it out.
