Center Board Dropping into Hull when Turtled

I have not been present for a turtling, but during the latest occurence, the centerboard slipped down into the hull. One person had to go under the turtled hull to push the board up and out of the hull, while another grasped it so that it would not drop back in. Shouldn't the centerboard stay in the fully out position, as it did during previous turtlings? The centerboard rope cleats in the retracted position, but it seems only friction keeps it (or not) in the out position. Any suggestions, other than stop turtling the boat?
 
If you had the correct size bungee cord attached to the center board it should have stayed in position
