broken screw on tiller

hi, i have a carbon tiller, i was tightening the cleat screws when the head of one broke off! the cleat dosent move should i try to get it out?

Is the screw actually threaded into the carbon fiber, or is it more like embedded? If the latter, you may not be able to "unscrew" it.
 
can you cut a slot into the top with a dremel and use a slotted screw driver (might need to remove the cleat 1st)
