Bow Eye Ripped Off

My bow eye ripped off and one of the holes will not hold the screw. I've never drilled into fiberglass and was wondering what my next steps should be.

1. try oversize screw

if that doesn't work

2. overdrill hole a bit, fill hole with epoxy, drive in wooden dowel rod, let set, drill new (small) hole and drive screw into that;

if that doesn't work

3. peel back glass, chisel out rotted plywood backing, laminate in new backing plate with plywood, cloth and resin, and refinish with new gelcoat.
