1960's rudder assembly

There is a hole next to my rudder assembly that holds what looks like a ball chain. The only part that was on the boat when I got it was the piece screwed into the deck. Don't know if there was a ball chain on it and if so where does the other end go and what was on the other end??? Any help is appreciated.
 
The chain ball attached to the rudder "pin". That way, the pin couldn't slide out of the socket while you were out on the water. One side of the pin had the "flip" wafer type end in which you turned it counterclockwise such as to prevent that end from sliding out. On the other end of the pin was this chain thing, which was what essentially prevented that end from sliding out.

On another note, great to see that Intensity Sails now has FRP blades for the modern style rudder systems for only $120.
