Sorry, I do not have any suggestions as I have not replaced a metal bailer with the newer plastic one. I guess just be sure you have all the parts that should be included with the plastic bailer including the "O" ring.
Maybe you could contact Vanguard and ask them if they have any thoughts...

The height can be adjusted to your preference with a couple of feet of strong sail tie line attached to one end of the strap and routed through the eye. Let more line out to raise the strap, tighten it up to make the strap closer to the bottom of the cockpit.
I had the local North Sails loft put one in a recreational sail to racing sail specs (location, size, etc.) for $50. What a difference knowing where you and others are!
I have six-inch ports and never had any trouble screwing them in or unscrewing them. Before I put them back in I coat the gasket with petroleum jelly. That makes them watertight and easy to turn.

You definitely need inspection ports. Vacuum won't help because you need lots of air flow to evaporate the water. Get six-inch ports to faciliate future repairs and to allow more air to flow through the hull. You'll also be able to determine if you have any loose foam and to fix...

Keep looking on eBay. There were two complete sets of original parts advertised last week. Do a search for Sunfish parts. It is much easier than trying to modify the old-style rudder.

Gail you are right. All I wanted to know how to keep the mast from moving around in the step and damaging the deck area and the bottom of the step. This happened to a World's Sunfish a friend owns; mast movement destroyed the deck area and Vanguard repleced the boat under warranty this spring...
I am not trying to stop the rotation, just the back-and-forth and side-to-side movement to keep the mast from cracking the mast step and the hull at the top of the mast step, and to more efficiently and smoothly transfer power to the boat.
