i am also in NJ, Toms River, and we use dollys. its pretty common for optis, lasers, and sunfish. although i have seen boats stored on racks and temporarily put on dollys for transportation to the water

my coach on the first day of sailing program took out the cleats on our boats. if your looking to get better i would not put cleats in.
