Before you do anything else make sure you are not seeing load on the tiller as weather helm.

Loop of stainless steel wire, about 3mm diametre, ours extended about 200mm from front of the boat. Ends bent around the bolts. Make a quick one out of fencing wire to try it out.

All our club Lasers have been damaged by gunwale hung trolleys. I'm buying two more and so far the ones I've been to see also have damage. They are a really bad idea.
Boat comes from a keen racer, it has a carbon top section and lots of sails, so I think it maybe cracking in the deck gel coat. The damage is over an area that would take a lot of weight/movement.
I'm interested in a Laser 171000 ish near me. It had a mark/line on the deck just in board of the port gunwale. Do you know what causes this. I have never seen it before.
Brass screws need the correct size screw driver. Make sure the screw driver is the full width of the head and a snug fit. I find that 1/4" hex bits are best as the part that actually contacts the screw is parallel sided and so does not "cam out" They are hollow ground.
