You should be able to get a 720p camera for well under your limit and likely one that does 1080p.

It's limitation is that it only gives results/forecasts for weather-stations.
The really nice thing is that is overlays recent actual wind with the previous forecast so you can see how which of the models seems best "locked on" to the conditions.
