Cleats are supposed to be riveted on starboard side of boom. Read conflicting things about stainless or aluminum rivets. Cleats are aluminum.

Also, should I untie whole sail and get spars really smooth or is there not much movement fore and aft?

I am not sure which rivets to recommend. Mine are screwed on, so far the stainless screws and aluminum booms have not had a bad interaction.

Unless your lower spar is super rough I wouldn’t worry. Lots of people spray the outer end with McLube for less friction.
 
If cleats and mast are aluminum then aluminum rivets. If they corrode off, just replace. SS rivets will have galvanic issues. If you are not in salt water then, no issue.

My cleat is bronze, pop rivets are SS, water is fresh. You can get plastic cleats. Tempting to use a Spinlok.
