jlemash - the Laser II is a fun boat. I sailed it as a junior, when in Ontario and around NA it was the standard junior double handed racing boat. Since then it seems to have pretty much disappeared from being competitively active, and I don't think anyone is making it or official parts anymore...
Isn't the complaint about the current sail that it immediately becomes obsolete after a few days of stiff breeze? In other words, if the new radial sail is the same in performance as the current sail when new, it shouldn't really change anything except allow people to keep their sails longer...
I agree with the first part - it is hard to tell who is the cause of all of this, and frankly I do not think that the statements of Bruce Kirby and the content in the "Sail World" articles sheds any light on the important issues.
