what i think might work is if you tilt the boat so the bow is higher then the stern then stick a garden hose in the inspection port and open the bung hole, then you can try to wash all the pebbles out the bung hole try to get a little water pressure and that should get them out. all the pebbles...

If its the amount of pressure on the sail that is not letting you sheet in as much as you should you can always crank on the sail controls (boomvang, outhaul, and cunningham) to flatten your sails which de-powers them letting you sheet in more and sail your coarse better.
