I would be worried about the boat falling off of the saw horses during a storm. Particularly if you have a loose fitting cover. Storing the Laser on it's side is one of the best ways to store it. If you can lean it against the garage and it is out of the sun that sounds like a good option to me.
I have them on one of my sails. The previous owner of my boat is a sail maker and he added them. He used a permanent marker (sharpy). I presume he thought they where useful, but they have never been of any use to me.
