I don't have much experience painting boats, but i can tell you that you should first apply the paint with a roller, and the smooth it out with a brush to get the smooth, glossy finish. I think there are also some videos on youtube you can check also.
if i were you, i would avoid painting the deck and just paint the hull because i think that the nonskid layer on the deck you are talking about is applied on at the factory and painting over it would ruin its grip

Like i said, my boat doesn't have an inspection port(s). Is that a bad thing?It is a 1991 made by Pearson Boat Works (i think). Also, is there any way i can install one?
I have a leak in the bottom of my mast step from dirt getting in with the mast. i haven't tried it yet, but you can always put a circular piece of teflon at the bottom of the mast step when you step in the mast, as an alternative to the tape.
