thats pretty light for a radial but i know people who sail a radial and are similar weights. if you sail in a place that is only light wind, you might be okay. The problem is if it gets windy you will have problems holding your boat down.

definitely wet suit. Dry suits constrict you motion and affects you performance and can also be easily shredded from rubbing against your deck. If you can afford it, buy the zhik super warm gear. It is as warm or warmer than a dry suit and it doesn't constrict your movement.
i was just looking at some pics from Miami OCR and there were quite a few people wearing the Zhik ones. Its probably a safe bet to wear one because most likely, at that level if they could be protested for wearing one they probably would be.
for the one on the bow, it looks like the fiberglass isn't damaged. you should be able to repair it by putting on some gelcoat and sanding it down until smooth.
