Personally, I can't stand cleats.
I just hate the feeling of not having total control, which using cleats causes. I'm constantly adjusting my mainsheet, so using cleats simply end up poking me and getting caught on things.
I used a jigsaw for mine, since I did not have access to a hole saw. It worked fine, and as long as you're careful not to cut too much (leaving a gap fir water to leak in) you should be alright.

Yep, were going to need some more information. A few more questions: What year is your boat? Is your hull stiff? Are far as your pointing abilities, it sounds like your controls aren't set right.

You should be able to go to any hardware store and get some stainless steel screws, hey will do the trick.
O-rings go between the port itself and the cover, and they help keep water out. If it didn't come one I would call/email APS and ask if it's required for that model. Some models don't...

I believe class rules are strict in regards to the plate, so I'd recomend getting a class-legal one to be safe. Your laser dealer doesn't sound terribley knowledgeable :(

Your going to need an inspection port if you don't have one already. Once this is installed, take a flashlight and try to find where the water is leaking from by looking in the inspection port (your also going to need a flashlight), or you can feel around for it. Once you find where it's coming...
It appears to be in good condition, however to check that it's waterproof you should fill it with water. If any leaks out, post back with how fast it leaks and I can give you some solutions. If any leaks, be sure to take note of where if possilbe.
