Help upgrading laser rigging / deck hardware

I bought a nice Laser - older but in shape. I am guessing 1970’s but not sure. I am upgrading it on a budget, and need some guidance. Please help!

1. Vang / Cunningham / Outhaul - I bought all 3 Holt Allen (used). Now I need to add the double deck block and double cam cleat. How do I install them? Do I have to add reinforcement under the deck to screw in the new hardware? Here’s what I plan to purchase:

Complete Double Padeye for ILCA/Laser® including Allen Ball Bearing Blocks
Nautos Double Cam Cleat w/Base for ILCA/Laser®

2. Main sheet cleats - I want to remove the two awkwardly placed main sheet cleats. Can I just remove and put a touch of epoxy in the hole?

I am guessing 1970’s but not sure.
There´s a code embossed on the transom which includes the building date. If the boat is really old (1971 or '72) or built in Europe before 1984, then the sail number is embossed under the bow eye.

1. The deck block and cleat plates are designed to fit in the old holes, with the same screws, although you want to change to pan heads if the originals were countersunk. No extra reinforcement is needed if there are wooden plates between the deck skins as there should (there have been reports that they're missing on some old boats).

Note: if you want to keep your boat completely legal, steer clear of Intensity. Just checked their website again, and they're as clueless as ever about the stuff they're selling. In your area, I'd turn to Zim Sailing for Laser parts. The prices may not be comparable, but at least you know what you're getting.

I don’t plan on racing anywhere but my Club’s beer league so don’t need to preserve the ILCA legality. Any other reason to spend $100 on a double cam clear from Zim when Intensity has it for $40?
