Sail Numbers

What's the ruling on sail numbers? Like if you and someone else signed up for a regatta under the same number, whoever has that hull gets it right?
 
Have actually seen this when a top sailor sold all of his old sails. Suddenly there were three or four boats in the same fleet with the same number on their sail, and none of them had that hull!

The only exception to the matching hull and sail numbers rule is if you're chartering/borrowing a boat, you can use the sail of another boat that you own. I don't know though if this is policed at all... many top sailors seem to use the same old (sail) number all over the world year after year, and it's not altogether credible that they all have an old hull sitting in their back yard just so they can use its number.

True- it's not policed. The top guys never play on our level so their "lucky sail number" is never seen in 99% of the events us mortals sail their old hulls in.
 
I suggest that the guy whose sail does not match the hull number removes the last digit on the sail.
