XD cleat base and cleats

I have a Holt XD cleat base with Holt cleats and I have two ronstan single swivel shackle blocks on the block base plate. My problem is that whenever there is quite a lot of wind the outhaul and downhaul keep slipping out of the cleat and they are quite hard to cleat.

I have found out that the blocks are quite high off the deck... is this a contributing factor? Also does it have anything to do with the angle of the cleats?

could it be that your lines are to thin?
did you get them seperate from the cleat and the blocks?
 
Take the smallest swivelled strip shackles you are able to buy. Add a small suitable spring (such as offered of HOLT or RWO etc) between each bock/shackle. This causes that your blocks to stand upright. Instead of springs, you may take 2 suitable pieces of a garden hose (if you can't get suitable springs).

Additionally, you may add a suitable "wheel chock plate" between the cleats and their XD-basic-plate. (view photo in attachment. Sold by Ronstan). I am not quit sure, if this is totally "class legal"! Alan D, what wuold you say? Is such a plate class legal? (J.-L. M., I guess, probably would say: "Non, mon ami!" )

However: make your blocks, at the deck in the rear of the mast, to stand upright, and additionally use grippy diameter 4 mm "dyneema"-rope for the control lines.

In addition to my words above here are 2 today's photos for the blocks and 1 photo of my XD-Deck-Cleat-System, there view at the red circle (haven't installed the system yet, because in the moment I use a Laser-hull of my club).

Does this stop it coming out the cleat in a big gust? Because surely angling the cleats back would mean that it will be easier to cleat but fall out the cleat more easily under tension?

Sorry I don't understand this part. How does this happen? My experience is: the line uncleats under tension, because of either it is not optimal attached in the cleat or the line is not grippy enough or the cleats are worn out or combinations of all this three cases.
In big winds I felt, that the angle of the deck cleats is not optimal, one wants to quick cleat the lines, because of the less time one has to care for and all the spray that is around you. Sometimes my lines haven't been cleated perfect, although the line was very grippy and the cleat was new!
I have seen online this Ronstan "wheel chock plate", sold by a GER Dinghy shop. There it was sold out for a while and I started to find other solutions. "Sprenger", a big GER company that produces blocks and shackles etc., offer this smaller single wheel chock plates. I guess others offer this, too (Such as Holt, RWO, Harken, Ronstan... ) I took some new suitable long bolts and nuts/washers and fixed the small plates under the cleats. In general, to prevent uncleating, the control lines aft the cleat better are leaded to the cockpit.
