I am wondering if adding a Harken 16mm cheek (part 416) to the boom to create more outhaul purchase would be race legal? Thanks for your help.

It depends on how and where you intend to add it. There are a maximum number of turning points allowed. I am sure AlanD will give us his wise words if he picks this thread up.

The Harken #416 would normaly be used in a mounted manner. Mounting it like that on a laser would be considered illegal. If you want to use it instead of a unmountable "normal block" or "normal block with becket" as they would normally be used, that's your call, but I suspect it would work less efficiently.
