What are the holes for?

My C14 has two holes in the forward part of the cockpit, near the hatch opening, just below the bench seats, one on each side.

I recall when I first started using the boat there was a cord or bungee stretched between the holes but by the time I bought the boat the cord was gone and I can't figure out why it was there in the first place.

    Any ideas?

There is a bungee that goes from the hole on the one side of the boat , under your forward hiking straps and into the other hole. The bungee helps hold the hiking straps up so its easier to slide your feet under them

    Thanks

Perfectly logical--thank you Richard--as always, a fount of knowledge.

I was pretty sure you would have the answer but I figured if I posted the question other sailors with "mystery holes" might learn something also.
