Large flat bubbles on my Laser's deck

Hi,
I don't know how hold is my Laser, I would say 1980's. The deck's surface seems to be made of fiberglass covered with an non-slipping gelcoat surface. That last layer is unsticking for the layer beneath, forming large flat bubbles (1 or 2 mm high, 10 cm in diameter).
Does somebody know how that problem appeared, and how to fix it ?

Sounds like delamination to me. It can be fixed by drilling small holes and injecting resin in to them followed by putting a large flat weight on the desk to push it back down.

Laser desk do this as they get old especially if the boat has been sailed hard by larger people.
 
Paul has given you good advice.

Another cause can be storing the boat deck side down with water in the hull during winter - the water can migrate thru the inner laminate and foam core into the outer laminate and freeze. When it freezes, it can break the bond between outer laminate and foam core. So if you store deck side down in the future, make sure the boat is as dry as can be first, and keep it covered during storage.
