Going through the gears

Changing gears is what Ive always heard. What it means is like driving a car, you want to downshift when you go slower and shift up when going faster.

In sailing it refers to wind speed and the control lines of the boat. In light air you want to change gears and let off your cunning ham, outhaul, boom vang and when the breeze builds shift gears to tighten these controls. You want to always be tweeking for the conditions.
 
In general terms, I think they are referring to the setups neccessary for pinching or footing (upwind) and switching from the fast way, to the safe way (downwind).
In addition to that, it involves the subtle changes in the way you steer the boat. maybe pointing slightly higher in flat water, pulling down that half degree or so that powers the rig up when waves are approaching etc. And knowing when to give that extra big hike to get around another boat.
