Notice to NA Members



Assuming responsibility of running a nonprofit organization, with
approximately 3000 members, is no small task. The fact that our class has
never had a set of bylaws or procedure manuals and that each new set of
officers had to reinvent the bureaucracy has never been healthy. The
current Executive Committee has been dedicated to establishing a framework
that creates a healthy, sustainable organization. One that is accountable
to its membership, is fiscally responsible and is led by a dedicated group
of volunteers and hired staff. And one that can maintain a high level of
continuity as new volunteer officers come and go and staff changes take
place.



This past year James Appel, acting as Executive Director, at the direction
of volunteer leadership, took on the staff responsibility to create a well
structured not-for-profit organization. This first phase of our vision for
improving the class has been successful and management has become
"transparent" by virtue of meeting minutes and financial statements being
available to all members via the web site and comprehensive articles in The
Laser Sailor.



The next phase is to concentrate on expanding the service levels we provide
to the districts and improving our outreach, marketing and communication
efforts. Our goal is to further enhance the value of The Laser Sailor, our
web site and other vehicles that will help grow our class and improve the
quality of competition. Our class is diverse and we hope to enhance value
whether you sail evenings or weekends during the summer, frostbite in the
winter or use the Laser full-time in a serious campaign.



To that end, the Request for Proposal (RFP) below will be distributed as
widely as possible. We encourage members to forward the RFP to anyone, in
or out of Laser sailing, whose background would be an asset to the class.
We encourage any interested individual or organization to submit a proposal
and the Executive Committee hopes that James will consider submitting one as
well.



Publicizing this notice was adopted by a vote of the Executive Committee, at
a special meeting, on Monday September 22, 2003.

Request for Proposal (RFP)



The International Laser Class Association - North American Region, with
approximately 3000 members, is currently seeking proposals from individuals
or organizations to supply management services for class operations.



In the past, the class in North America has operated with a single Executive
Director, supplying management services on a contractual basis.
Responsibilities will include, but are not limited to:



1. Maintaining accurate financial records and reporting on a regular
basis to the officers and membership



2. Acting as editor and taking full responsibility for the production
of four annual issues of the class magazine, The Laser Sailor, including
photography, editorial content, advertising sales and production



3. Enhancing the value of the class website by improving and expanding
its content and developing a marketing plan for creating a revenue stream
capitalizing on its value to the sailing community



4. Acting in a support capacity to leverage the time of the class'
elected volunteer leadership on the Executive Committee and the District
Secretaries throughout Canada and the United States



5. Acting as a key contact and liaison maintaining a healthy
relationship between the class and its manufacturer and the governing bodies
in our sport, including in relationship to our position in Olympic
competition



Although in the past the management of the Laser class in North America has
been executed by a single individual, acting as Executive Director, and
although that formula that might still serve the class very well, we welcome
other proposals that could include splitting the responsibilities between
two or more individuals.
