I have a very old Laser (I think the sail number is 20631) I noticed recently that when I looked down the mast step I could see a pinhead of daylight (I presume the sand has worn the fibreglass away over time) - my question is should I pour epoxy resin (& maybe a bit of fibreglass matting) into the bottom of the step or fibreglass from the outside to strengthen her?

You need to cut an inspection port in the deck and work on the step in the hull. There's gotta be links showing how it's done. It's not too difficult, but messy...
