I use a little plastic paddle that looks like a kids toy. It works fine. Try any store that sells cheap inflatable boats. You can also use a bailer made from a plastic jug in a pinch.
The Coast Guard has the power to terminate a "manifestly unsafe voyage". In my four years service with them I never heard of this power being used. They do not require any kind of prior approval for private voyages. The proposed trip described would not even catch their attention.
I'm in Spokane. There are a a few 'fish on the area lakes. The Vancouver WA sailing club had a Sunfish event this year, as well. If you get a regatta going I might make a road trip.
Sit well forward and very still, watch the trim of your sail constantly, heal a bit to cut through wakes (avoids being pounded to a halt), jibe around rather than come about ( keeps momentum up).
I keep my Sunfish on a similar dock. It is easy enough to just pull it up onto dock. Nothing abrasive to do any real damage. Goose poop provides lubrication:rolleyes:.
