Inspection port
I had considered installing inspecition ports under the bench on both sides of the center of the centerboard on mine. Considering the build of the boat, this position would see like the best place to view the most of the interior with the least holes.
Your Capri
You don't have a Capri 14, you have a Capri Omega-14. They're older. It's the same kind I have. Hull number Ω-1143.
Mine doesn't have the boom vang you do. I plan on adding one though.
After some consideration
I thought about it some and I think I've come up with some ways to approach this. Cut some inspection ports on both sides on the front of the benches. That'll let me see into the cavity at the very least. I should be able to plan from there.

I don't think there's any need to register the boat except to race, but I can tell you that those aren't the original sails for the boat. Registration in regards to boat taxes, if they apply, don't typically specify requiring numbering on the sails.

Access to floatation bags
How do you gain access to the flotation bags? I ask because I'd like to be able to access the backside of a lot of the fiberglass for repairing some stress cracks and to inspect for internal damage. I'm assuming if I can do one, I can do the other.
