I've been offered a radial sail, which had a really strange metal bracket with it.... The sail is open at the top of the luff tube (no webbing at the top), and it looks like the bracket is there to fit over the top of the mast, then you're supposed to tie the top of the sail to it.

In short, yes. I'm not 100% sure about the correct size to use, but I'd probably be aiming for 1.5"-2" number 10s for that job. There are others on this forum better qualified to comment on that one.
Don't forget to suirt some silicone sealant into the screw hole before you attach the cleats!

A fairlead with a metal insert ring doesn't appear to be allowed by the rules.

My Laser has been trouble free-for a while now, apart from the tendancy to tip me into the water without warning occasionally....! However, I've recently hit the problem that my outhaul primary line (I think that's what it's called - the one I don't touch) keeps jamming in the tiny gap...
I couldn't wait until tonight.... I've taken the bung out and tipped it up to see if there is water lurking, but it seems to be as dry as a bone (phew!). I've not uncovered it to find the breather hole because it is all strapped up at the mo, but I'll have a look at the weekend when I take it...
