That's not standard traveler rigging for a Laser 2, is it?

No, but pretty close. The guy probably copied it wrong from a picture. It's not really adjustable, and the hook and shackle are useless.

What's the advantage of forcing the traveler to stay in the middle -- instead of traveling back and forth?

The basic upwind setting of the boom on a sloop is on or close to the centreline. You only want to let the boom out to depower, which in a high-performance dinghy like the Laser 2 is easier to do with the mainsheet, while using the vang to keep the boom level.
