No mast well on 1983 Laser

Hi!
I was recently given a 1983 Laser and cannot find a mast well or anywhere to put the mast on this boat. I'm wondering if this might be due to an old repair or something of that sort?

It is a Laser II. It looks like one can still see the area where the mast was 'sitting' on the foredeck.
 
The mast is deck stepped and sits in and on that rectangular metal bracket you have pictured just in front of the cockpit. The two bolt-sized holes probably were for a little block used for the spinnaker pole. And, the round remnant of adhesive, I'm guessing, was for a compass.

Deck looks to be in good shape.
