It is a motor mount for a trolling motor, and no I did not put either of them there. The previous owner did some "mods" to the boat. This winter when I sand and repaint, the motor mount will be coming off of there. How he got away with it I am unsure, as far as I know in Indiana...

Looks to me like it is there to run your Mainsheet through to keep it up out of the way. I have a couple of velcro tie straps to hold mine up so I don't catch it on my neck when the boom is coming around. I havent ever seen one like that, usually just see some sort of strap.

Sounds like your boat has the same drain plugs as one of mine. I can see later tonight if the ones you linked to are interchangable or not as I have one boat that has that style.
But like Tag said it may be easier to just go with the new style ones.
