I'm not too sure what you're trying to ask but you aren't allowed to use non coast guard approved pfd's anywhere in the US. The main reason people still buy them is because they are sleek and really comfortable.
I just got a pair of Zhik Power Pads and, albeit pricey, they work very well. These fit under anything you usually sail in, such as a wetsuit or just swim trunks...
I'm pretty sure time spent actually SAILING will make you a lot faster than doing that sort of thing to your laser. Unless of course you're professional and in the olympics.
What do you need in the way of a checklist? When I go sailing, I just run it through in my head.
outhaul, clew tie down, downhaul, vang, centerboard bungee, rudder
It's so fun! I didn't fall off, but I was close because we were sailing in flat water and I hit some wake... It feels really cool but you have to pay attention to your main sheet or else you will heel too much.
