Personally I'd just wash those areas with soapy water , then rinse and repeat several times.
It worked for me after bought an older Sunfish that the seller had sprayed all over with silicone based furniture polish.

I realize that it an almost brand new boat , and it obviously shouldn't be slippery like that.
Maybe the seller made it even shinier ( and mega-slippy ) by cleaning it with a silicone based polish or wax before you purchased it ?

There is no rule against it in the Classic Moth class , and one of the Classic Moth sailors put his 1964 McCutcheon Shelly Moth on foils for the 2010 Midwinters ;

I used an old Laser gooseneck. I also used an old Laser plastic gooseneck plug in the base of the mast & I slipped some PVC pipe and a piece of that flexible kitchen chopping board stuff around the mast for a better fit in the mast tube well.

As well as looking for chips on your daggerboard , check to see if it's slightly warped.
I had a racing daggerboard that hummed after I left in the back of my truck and the trailing edge warped slightly in the sun.
I managed to heat it and get it straight again , and hey-presto...
