Don't leave the sail on the mast. Roll it from the top to the bottom, lining the sail up at the leech. You can even leave the battens in that way, if you are not too worried about the elastic wearing out. If you want the end-result half the size you can choose to fold the whole sail once over...

A turtled boat can be hard to get up again, but I would not blame the filled mast: water in water does not increase the weight. Nor is this a problem with a particular mast: no laser-mast is waterproof, and if a boat is turtled for a while it will fill up.

I am quite sure Hedlund on Greenbay road in Wilmette does repairs, and if not they know where to go.
What kind of repair do you need? or what are the symptoms that makes you think that you might have some structural damage?

A great alternative to spending a lot of money on the upgrades is to upgrade your old controls. Search this forum on how to do this. There is also info on drlaser, which is still partly accessible (see helpdesk section), and if I am not mistaken on the Rooster website.

"jumping down" does not sound very smooth... I associate jumping with feet, and I assume that you are not literally jumping out of the cockpit to the leeward side? At least, I have never seen anything like that. Most laser-sailors push their whole body to the leeward side, while their feet push...
If you want to store the mast-pieces and booms in the lockers, you will need to make longer ones (if I understand it correctly these are for a public beach?). I would suggest to rotate the lockers and have the access at the very end of the boats, not on the side.
